Fred Dillon, Project Manager (207) 807-0013 fredd@fbenvironmental.com
Fred has been working as an environmental professional for over 20 years. His career began with water resources protection at the Falmouth, ME, Water Pollution Control Department where he worked in various capacities for over a decade until becoming the Superintendent. During this time, Fred obtained a B.A. in Environmental Studies from the University of Southern Maine with concentrations in biology and geography. He then attended USM’s Muskie School of Public Service to study Community Planning and Development with a particular interest in using geographic information systems (GIS) to examine the effects of land use changes on natural resources. Fred’s graduate research assistantship consisted of a two year microbial source tracking project through Maine Sea Grant that was the first of its kind in the state to employ genetic fingerprinting to identify the origins of fecal contamination in coastal waters. Since joining FB Environmental in 2003, Fred has conducted numerous NPS control, watershed restoration, Total Maximum Daily Load (TMDL), water quality monitoring and land use planning projects. He is an experienced project manager and currently oversees the stream non-point source TMDL projects and directs all field monitoring and GIS mapping services for FB Environmental. Fred’s volunteer activities include assisting the Presumpscot River Watch with their water quality monitoring and community outreach programs, writing and editing educational briefs for GrowSmart Maine, and serving on Portland’s City Manager’s Policy Advisory Committee.

Jennifer Jespersen, Project Manager (207) 215-8506 jenj@fbenvironmental.com
Jen has more than 15 years of combined education and experience in the Environmental Science field. She received a B.A. in Interdisciplinary Environmental Science from the University of Maine at Farmington, and a Master's degree in Ecology and Environmental Science from the University of Maine's Department of Plant, Soil and Environmental Science. Her research focused on understanding the role of estuarine subaqueous soils in the global carbon budget, and determining sources of organic matter in these ecosystems. Jen spent several years on the west coast conducting rare plant surveys for the U.S. Forest Service, and overseeing a Non-Point Source/BMP Implementation Program in Lake Tahoe, CA. Additional experiences in Maine include working for Woods End Research Laboratory, Franklin County Soil & Water Conservation District, the USDA Farm Service Agency, and the Maine Conservation Corps. Her interests include restoration and preservation of native species and open space. Beyond these experiences, Jen enjoys delineating wetlands, collecting and analyzing water quality data, and working with local stakeholders. Jen has been with FB Environmental since May of 2005, and is currently leading several projects including the Maine Lakes TMDL Program, and the Aroostook County Stream TMDL Project. |
Tricia Rouleau, Project Manager (207) 899-5515 triciar@fbenvironmental.com
Tricia has over 8 years of experience in environmental science and conservation work. She received a B.A. in Ecology and Environmental Science from the University of Maine in Orono, with a concentration in soil and water science. While at the University of Maine, she worked as a research assistant in the Department of Plant, Soil and Environmental Sciences studying watershed nitrogen budgets. Prior to joining FB Environmental, Tricia worked as a Soil Conservation Technician for the USDA Natural Resources Conservation Service in Maine, and conducted research in freshwater wetlands in Acadia National Park for the U.S. Geological Survey. Additional professional experiences include working for the Nature Conservancy, the Hancock County Soil and Water Conservation District, the Maine Atlantic Salmon Commission, and College of the Atlantic. As a project manager at FB Environmental, Tricia conducts water quality monitoring and data analysis for lakes, rivers, streams and estuaries; field assessments; technical report writing; and GIS mapping and modeling.
